2019 NAHO Certification Report

The Certification Committee is pleased to report that the following judges have been certified or re-certified by the NAHO Board of Directors based on recommendations from the NAHO Certification Committee.

Judge Marilyn S. Slifman has been certified as an administrative law judge. She attended the 2018 NAHO Conference in San Diego. She has an undergraduate degree from Golden State College and Western State University and a JD from Western State University. She has over thirty years’ experience as a lawyer and three years as an ALJ/CHO for Orange County, CA.

Judge Jocelyn Weston is a pupil personnel administrator for Prince George’s County Schools in Hyattville, MD where she serves a judge for student disciplinary hearings. She has previously been certified as a CHO and was awarded recertification this year.

Judge Kay N. Hutson is the Director of Administrative Hearings for the South Carolina Department of Probation, Pardon, and Parole Services in Columbia, South Carolina. She was awarded re-certification as a CHO.

Judge Kathleen L. Nadobny received recertification as a CHO earlier this year. She is an Administrative Hearings Officer with the South Carolina Department of Probation, Pardon, and Parole Services in Columbia, South Carolina where she works with Judge Kay Hutson.

Judge Toni T. Boone was recertified as an administrative law judge. Even though she is serving as a retired judge, she is very active in NAHO currently serving as President-Elect and Program Chair as well as serving on numerous other NAHO Committees. Judge Boone will assume the presidency of NAHO in 2020. She is the wife of retired Oregon Supreme Court Justice Mick Gillette.

Judge Catherine L. Guedalia is an administrative hearings officer with the South Carolina Department of Probation, Pardon, and Parole Services in Mt. Pleasant, South Carolina. She was recertified as a CHO by the NAHO Board.

Judge Bonny Fetch was recertified as an administrative law judge. Judge Fetch is a retired administrative law judge for the North Dakota Office of Administrative Hearings. Judge Fetch has a distinguished career both as an ALJ and in NAHO. She has served in virtually every NAHO office and has received every award NAHO offers. She is an exemplary leader and judge.

Judge Lorinna Metro has recently completed the requirements for recertification as a CHO. Judge Metro has recently retired as a field supervisor and hearing officer for Bureau of Administrative Reviews for the Florida Department of Highway Safety and Motor Vehicles. She is working now for the district attorney in Palm Beach, Florida.

Judge Robin Walker is a hearing officer for the Harford County Schools in Bel Air, Maryland. She completed the program taught by NAHO Certification Committee member Dr. Ben Brauer and Judge Buzz Williams. The NAHO Board approved her application for recertification as a CHO.

Judge David Bruzga is a Discipline Hearing Officer for the Howard County Schools in New Market, Maryland. He completed the program taught by NAHO Certification Committee member Dr. Ben Brauer and Judge Buzz Williams.  He is recertified as a CHO.
